Associate Professor & Advisory Board Liaison
Dr. Chang is an Associate Professor in the Department of Civil and Environmental Engineering at Florida International University (FIU). He is recognized as a global expert on infrastructure with pavements and bridges as his main areas of expertise. Dr. Chang is President of the International Society of Maintenance and Rehabilitation of Transportation Infrastructure (iSMARTi), Chair of the International Road Federation (IRF) Asset Management Task Force, and former Chair of the ASCE Infrastructure Systems Committee. He is a licensed professional engineer in Florida, Texas, and Perú. Driven by passion for education, Dr. Chang has developed and taught over 20 courses for both academic and professional training. He is dedicated to blending research with engineering practices for the preservation of sustainable infrastructure systems. Dr. Chang’s research focuses on developing innovative concepts, methodologies, and tools for decision-making. Methods employed encompass artificial intelligence, multi-decision criteria analysis, statistical analysis, simulation, optimization techniques, and risk analysis. He has led as Principal Investigator (PI) and Co-Principal Investigator (Co-PI) on over 30 research projects with total budget above $ 12 M. His research is extensively documented in over 200 publications including technical reports, conference proceedings, and journal articles.
