A detailed driven, registered professional engineer with 26 years of experience, possessing a Master of Science in Engineering Management from Florida International University and a Bachelor of Science in Engineering, specializing in Environmental Engineering, from Tulane University. Mr. Istambouli has worked within both the private and public sectors, which has included dealing with a wide array of subjects and projects centered around the civil engineering, environmental engineering, regulatory, permitting, and management fields.

Work within the civil engineering field has included performing PD&E studies, conceptual designs, detailed designs, permitting, and inspection for various infrastructure projects. Responsibilities have included providing hydraulic analysis, stormwater flow modeling, hydrologic calculations, flood risk assessment, and flood control studies to develop stormwater and drainage systems. Specific design projects have included drainage, stormwater retention and detention systems, and stormwater treatment areas. Water and wastewater projects have included the inspection and study of gravity collection systems, and capacity studies of treatment plants.

Work within the environmental engineering field has ranged from the initial planning stages of problem definition and assessment to post-implementation, operation & maintenance, monitoring, and final closure. Work has also included regulatory compliance, planning, permitting, waste minimization & waste management, pollution prevention, and closure plans. Responsibilities have included remediation design and implementation, feasibility studies, indoor air quality, asbestos & lead surveying and abatement, field sampling, data collection/evaluation, remedial alternatives evaluation, process engineering, value engineering, inspection/supervision during construction, and documentation.

Work within the public sector for the past 17 years has consisted of directing and managing a public service agency and currently serving as the Assistant Director to Miami-Dade County’s Division of Environmental Resources Management. Responsibilities have included not only directing the agency, but managing the day to day operations, serving as the lead engineer for all technical facets of water, sewer, and stormwater infrastructure, administering various aspects of the developmental approval process, providing technical guidance in addressing soil and groundwater contamination, management of the wellfield protection areas, assessing potential threats to the public drinking water supply, environmental permitting (associated with water and wastewater projects, solid waste management facilities, industrial waste and pre-treatment issues, potable water supplies, etc.), and overseeing the environmental compliance process associated with the issuance of operating permits.
