Oscar R. Vasquez is a seasoned engineering and operations management professional with over 20 years of experience in the water and wastewater industry. Currently serving as the Deputy Director of the Department of Public Works for the City of Hialeah, he oversees critical infrastructure services and leads a multidisciplinary team responsible for the maintenance, repair, and inspection of the city’s water distribution and wastewater systems. Previously, Mr. Vasquez held key leadership roles within the Miami-Dade County Water and Sewer Department, including Division Director of Water & Sewer Operations. In these capacities, he managed multimillion-dollar budgets, supervised hundreds of employees, and directed large-scale operations, maintenance, and regulatory compliance initiatives across one of the nation’s most extensive wastewater systems. He was instrumental in the development and implementation of the Wastewater Advanced Metering Infrastructure (AMI) system, a groundbreaking solution that enhanced system performance, regulatory compliance, and operational efficiency.

Mr. Vasquez holds a Master of Science in Environmental Engineering from Florida International University and a Bachelor of Engineering in Industrial Engineering from Santa Maria University in Venezuela. He is a licensed professional engineer in Venezuela and a member of the Venezuelan College of Engineers, and an Envision Sustainability Professional. His contributions to the field have been recognized through multiple awards, including the IoT Evolution Wastewater Product of the Year (2020) and the Public Safety Innovation of the Year by the IoT Breakthrough Awards (2021).
