José L. Acosta, P.E., FASCE, serves as Executive Vice President of Chen Moore and Associates (CMA), where he leads business development and strategic planning efforts for the firm. In addition to his executive role, he acts as Principal-in-Charge and Senior Project Manager for a range of major public and private sector clients. With more than 25 years of design and project management experience, Mr. Acosta has directed civil engineering projects across diverse industries, including municipal continuing service contracts, K–12 and higher education, healthcare, transportation, and private development spanning commercial, residential, and industrial sectors. Mr. Acosta has led multidisciplinary design teams on projects involving land development, water and wastewater systems, roadway and transportation infrastructure, and institutional facilities throughout Florida.

Beyond his professional practice, Mr. Acosta is a respected leader in the American Society of Civil Engineers (ASCE). He has served as a local branch president, chaired state committees, led the Florida Section as President, and represented Florida, Georgia, Alabama, Mississippi, and Louisiana as Region 5 Governor. He was named an ASCE Fellow in 2017. Mr. Acosta continues to serve as a Director of the Cuban American Association of Civil Engineers, previously serving as its President. He also previously served as Chairman for ACEC- FL PAC from 2022-2025. Mr. Acosta is currently President Elect for FES and currently serves on the FAU Department Advisory Board and has previously served for eight years. He is a graduate of Leadership Florida’s Cornerstone Program and currently serves as a Director of the Greater Miami Chamber of Commerce.

A strong advocate for education, Mr. Acosta has served on the Industry Advisory Board for the University of Miami’s Department of Civil, Architectural, and Environmental Engineering and has also taught as an adjunct professor. He holds dual Bachelor of Science degrees in Civil and Architectural Engineering from the University of Miami and a Master of Business Administration from Auburn University.
